The Jogorku Kenesh adopted a bill on the ratification of the Loan Agreement with the Saudi Development Fund for "Construction of Public Schools" Phase-2.

At a recent meeting of the Jogorku Kenesh, deputies discussed and approved a draft law on the ratification of a Credit Agreement with the Saudi Fund for Development concerning the "Construction of State Schools" project (Phase 2). The agreement was signed on October 9, 2025, in Bishkek and has passed its second reading.

The initiator of this draft law was the Chairman of the Cabinet of Ministers of the country.

The Deputy Chairman of the Committee on International Affairs, Defense, Security, and Migration, Cholpon Esenamanova, presented information about the project. As part of the implementation of this agreement, it is planned to attract 187,500,000 Saudi riyals, which is approximately 50,000,000 US dollars. The loan term is 25 years, with a 5-year grace period and an annual interest rate of 1.5%. These funds will be used to build five new schools and seven additional educational buildings in Bishkek, as well as two new schools in the Chui region, which will accommodate between 150 and 1,000 students. The project is expected to start in 2026 and be completed in 2029, including two years for construction and one year for warranty service.

Additionally, the deputies adopted in the first reading a draft law on the ratification of a Credit Agreement with the OPEC Fund for International Development concerning the "Universal Access to Water Supply and Sanitation (Phase 1)" program, signed on September 23, 2025, in Bishkek.

The goal of the "Universal Access to Water Supply and Sanitation (Phase 1)" program is to improve access to safe drinking water and sanitation for residents of 126 rural settlements in the Osh, Chui, and Issyk-Kul regions, which will provide clean water to over 425,000 people.

During the discussion, deputies, including Kamila Talieva, Zhanibek Abirov, Azamat Isirailov, Bolot Sagynaev, Ismanali Zhoroev, Makhabat Mavlyanova, Toktobubu Ashymbaeva, Edyta Taygaraeva, and Gulsharkan Kultaev, made clarifications regarding the program, emphasizing issues related to improving access to safe drinking water and sanitation in specific regions.
