In 2025, specialists from the Akýkatçy Institute conducted a monitoring of conditions in children's institutions in the Chui region, checking how the rights of their wards are being upheld. As a result of the inspection, violations were identified, leading to recommendations for their elimination.
During the inspection, it was found that some orphans were not receiving the state benefits they were entitled to. For example, a girl named M.B., born in 2008, has been living in a children's home in the Chui region with her sister since 2017 after losing their parents.
In 2015, she underwent a medical and social expert commission (MSEC), where she was assigned a disability, granted benefits, and recommended for psychiatric observation, as well as education under an inclusive program.
However, after being transferred to the children's home in 2017, her benefit payments were suspended because the girl did not undergo a repeat examination by the MSEC. Since then, for eight years, no measures have been taken for a re-examination.
In response to these circumstances, the Ombudsman of the Kyrgyz Republic, Jamila Jamambaeva, sent letters to the General Prosecutor's Office and the Ministry of Labor, Social Security, and Migration, urgently calling for increased oversight of the rights of orphans and the restoration of unpaid benefits.
As a result of the investigation, the Ministry of Labor took disciplinary action against the responsible employees and restored the benefits for the girl with a disability from 2017 until May 1, 2026. A total of 518,000 soms will be transferred to her deposit account.
The Akýkatçy emphasizes that according to Article 17 of the Code "On Children," the responsibility for protecting the rights and interests of children lies with the state executive authorities and local self-government bodies.
