In the Chui region, the ombudsman has achieved the restoration of accumulated benefits for an orphan girl with a disability amounting to 518,000 soms. This information was received from the Ombudsman Institute of the Kyrgyz Republic.
According to the data, in 2025, specialists from the agency conducted an inspection of living conditions in orphanages in the Chui region, revealing violations of children's rights and providing recommendations for their correction.
One of the serious problems was that some orphans were not receiving the state benefits they were entitled to.
The girl M.B., born in 2008, has been living in an orphanage in the Chui region with her sister since 2017 after the death of their parents.
In 2015, she was declared disabled by the medical and social expert commission (MSEC), which assigned her a benefit and recommended training under an inclusive program with regular monitoring by a psychiatrist.
However, after her transfer to the orphanage in 2017, the benefit payments were stopped due to the lack of a repeat examination by the MSEC.
For eight years, no steps were taken to reassess her condition.
The Ombudsman of the Kyrgyz Republic, Jamilya Jamambaeva, appealed to the General Prosecutor's Office and the Ministry of Labor, Social Protection, and Migration, requesting to strengthen control over the rights of orphaned children and ensure the payment of accumulated benefits.
As a result of the investigation, the Ministry of Labor took disciplinary measures against the responsible employees, and the benefit for the girl with a disability was restored from 2017 until May 1, 2026. Consequently, 518,000 soms will be transferred to her deposit account.
The Ombudsman emphasizes that according to Article 17 of the Code "On Children," state and local government bodies are obliged to ensure the rights and interests of children.
