For eight years, a child with a disability did not have access to the benefits she was entitled to due to a bureaucratic error.
Recently, the Ombudsman Institute restored the rights of a girl from the Chuy region who had not received state disability benefits for eight years.
According to information from the ombudsman's press service, the violation was discovered in 2025 during a monitoring of children's institutions in the region. During the inspection of living conditions and the observance of the rights of orphans, it was found that some of them were not receiving the benefits provided.
The focus was on a girl named M.B., born in 2008. Since 2017, after the death of her parents, she has been living with her sister in an orphanage. In 2015, the medical and social expert commission (MSEC) established her disability, assigned benefits, and recommended inclusive education.
However, after her transfer to the orphanage in 2017, the payments were stopped because the girl did not undergo a repeated examination by the MSEC. The administration of the institution and the responsible authorities did not organize this procedure, which led to the benefits not being paid for eight years.
Ombudsman Jamilya Jamambaeva appealed to the General Prosecutor's Office and the Ministry of Labor, Social Security, and Migration to restore the girl's rights and recover the unpaid amounts.
As a result of the investigation, the Ministry of Labor took measures and held accountable the employees who committed the violations. The payments to the girl were restored from 2017 until May 1, 2026, and 518,000 soms will be transferred to her deposit account.
The Ombudsman Institute emphasized that the responsibility for protecting the rights of children, including orphans, lies with government bodies and local authorities.
