In the ministry's explanation, it was stated that such vehicles were imported into the country through "gray schemes," without undergoing customs declaration and without paying the mandatory customs fees in accordance with the legislation of the Kyrgyz Republic and the norms of the Eurasian Economic Union.
For the legal import of vehicles, citizens are required to pay all established fees, which on average amount to about $1,800 for customs payments and about $400 for initial registration. Vehicles imported illegally did not incur such payments, and in some cases, registration requirements were imposed at reduced rates.
According to the Ministry of Economy, the previous legalization of vehicles with foreign license plates was a one-time action that lasted six months. It was conducted in accordance with the decree of the President of the Kyrgyz Republic dated December 31, 2024, No. 398, from April 1 to September 30, 2025.
As a result of this campaign, over 30,000 vehicles were legalized, illegal imports of vehicles were halted, the "gray" market was eliminated, and transparency in the turnover and safety of vehicle operation was ensured.
The department emphasized that re-legalization contradicts the principles of equality and justice before the law for all citizens and was not originally planned. Thus, a repeat campaign for the legalization of vehicles that entered the country illegally will not be considered.
Furthermore, the ministry reminded that vehicles registered in EAEU countries: Armenia, Belarus, Kazakhstan, and Russia, can be deregistered in their country of registration and registered in Kyrgyzstan in the established manner. However, the registration of vehicles with right-hand drive in the republic is prohibited.
