There will be no re-legalization of cars with foreign license plates - Ministry of Economy

The Ministry of Economy and Commerce of the Kyrgyz Republic has announced that there will be no re-legalization of cars with foreign license plates. This statement was made against the backdrop of active discussions in society about the possibility of resuming this initiative.

As noted by the ministry, most cars with foreign registration numbers were imported into the country through "gray schemes," which implies the absence of customs declaration and non-payment of mandatory duties stipulated by the legislation of Kyrgyzstan and the Eurasian Economic Union. The average amount of customs payments is about $1,800, while the costs for the initial registration of a car in the registration authorities are around $400.
The previous legalization campaign was a one-time and exceptional event.
This action was carried out in accordance with the Decree of the President of the Kyrgyz Republic, signed on December 31, 2024, under number 398, and took place from April 1 to September 30, 2025. The main goal of the event was to reduce the shadow economy, ensure transparency in the circulation of vehicles, and increase road safety.

According to reports, as a result of the campaign, more than 30,000 cars were legalized, which contributed to the fight against illegal imports and the elimination of the "gray" market, as well as ensuring transparency in the operation of transport.

The Ministry of Economy emphasized that the re-legalization of cars imported in violation of the law contradicts the principles of equality and justice, as it places at a disadvantage those citizens who have diligently complied with the legislation.
From the very beginning, the possibility of reapplying such measures was not foreseen.
In addition, the ministry reminded that cars registered in EAEU countries – Armenia, Belarus, Kazakhstan, and Russia – can be deregistered in the country of registration and registered in Kyrgyzstan in accordance with the law. However, the registration of cars with right-hand drive is prohibited in the republic.

“The issue of re-legalization of vehicles registered outside the country is not being considered and is not planned,” the Ministry of Economy and Commerce of the Kyrgyz Republic added.
