During the meeting, issues related to the heating season of 2025–2026 were discussed. According to the Ministry of Energy, in 2025, the total volume of electricity consumption in the country reached 19.3 billion kWh, which is 900 million kWh more than in 2024. Of this amount, 15.4 billion kWh was produced in Kyrgyzstan, while the remaining 3.9 billion kWh was imported.

It was also noted that this year, Kyrgyzstan and Central Asia as a whole are experiencing a decrease in the level of water inflow. In particular, the volume of water in the Toktogul reservoir currently stands at 9.102 billion m³, which is 1.631 billion m³ less than in the same period of 2025.

Experts warn that the lack of water may negatively affect electricity production volumes. In this regard, attention was drawn to the necessity of strict adherence to the prescribed consumption limits. However, as practice shows, these limits are often not observed.

Regarding coal, to successfully navigate the current heating season, it is necessary to stockpile 3,174,792 tons of coal, which is available in sufficient quantities. The heat and power plants in Bishkek and Osh also have the necessary reserves of coal and fuel oil.

During the meeting, representatives from the Ministry of Labor, Social Security and Migration, the Ministry of Health, the Ministry of Education, the State Border Service, and the authorized representatives of the President in the regions reported on the current state of the heating season, noting the absence of serious problems.

Bakyt Torobaev instructed all heads of the relevant organizations to work in an intensified mode during the heating season. He emphasized the importance of ensuring fuel supply for the population and key social facilities, as well as stable electricity and heating supply. Additionally, he called for readiness for possible changes in weather conditions in the near future.
