The initiator of this draft law was the President of the Kyrgyz Republic.
The Chairman of the Accounts Chamber, Almazbek Akmatov, emphasized that the draft law is aimed at improving the legal regulation of the functioning of the Accounts Chamber and ensuring its institutional, functional, and financial independence in accordance with international standards of external state audit (INTOSAI).
It is also proposed to reduce the number of auditors in the Accounts Chamber from nine to three, which will establish a norm that the Accounts Chamber will consist of three auditors, including a chairman appointed from among them, as well as the staff and territorial subdivisions of the Accounts Chamber.

On February 3, the President of the Kyrgyz Republic, Sadyr Japarov, presented to the Jogorku Kenesh a draft constitutional law with proposals for amendments to the law on the Accounts Chamber.
The amendments were developed by the Accounts Chamber itself. According to the justification, the main goals of the amendments are: to improve the legal regulation of the activities of the Accounts Chamber, as well as to ensure its institutional, functional, and financial independence in accordance with international standards of external state audit (INTOSAI).
According to the explanations from the Accounts Chamber, the following changes have been made to the draft law:
1) reduction of the number of auditors in the Accounts Chamber from nine to three, which implies the formation of the Accounts Chamber from three auditors, including a chairman appointed from among them, the staff, and territorial subdivisions;
The draft also details the quotas: the Jogorku Kenesh appoints the auditors of the Accounts Chamber: one at the proposal of the President of the Kyrgyz Republic, and two at its discretion.
2) removal of restrictions on the functions of the Accounts Chamber, allowing it to conduct not only performance audits but also other types of audits (financial audits and compliance audits).
Since April 2021, Almazbek Akmatov has been the Chairman of the Accounts Chamber of the Kyrgyz Republic.
