The Accounts Chamber intends to reduce the number of auditors from 9 to 3, - Chairman Akmatov

During a meeting of the Committee of the Jogorku Kenesh on Finance, Budget, Entrepreneurship, and Competition Development, Almazbek Akmatov, head of the Accounts Chamber, proposed to reduce the number of auditors from nine to three.

He clarified that this proposal is related to a draft law that changes the structure of the Accounts Chamber.

“This measure is part of the reforms aimed at optimizing and reducing bureaucracy, initiated by the president. It will also increase the personal responsibility of each auditor,” he noted.

According to Akmatov, implementing this decision will save between 30 to 60 million soms from the state budget.

“Increasing personal responsibility will result from the fact that decisions will now be made individually, which will help avoid the dilution of responsibility. We are moving towards international standards, where the functions of auditors are clearly separated,” he added.

On February 3, the President of the Kyrgyz Republic, Sadyr Japarov, presented a draft constitutional law to the Jogorku Kenesh regarding amendments to the legislation on the Accounts Chamber.

According to the justification, the changes were developed by the Accounts Chamber itself. The main goal of these changes is to improve the legal regulation of its activities and ensure functional, institutional, and financial independence in accordance with international standards of external state audit (INTOSAI).

The Accounts Chamber proposed several changes, including:

1) reducing the number of auditors from nine to three, which will establish a norm that the Accounts Chamber will consist of three auditors, including the chairman, as well as a staff and territorial subdivisions;

The draft law also specifies that the Jogorku Kenesh elects the auditors: one upon the proposal of the President of the Kyrgyz Republic and two on its own initiative.

2) removing restrictions on the functions of the Accounts Chamber, allowing it to conduct various types of audits, including financial audits, compliance audits, and performance audits.

Almazbek Akmatov has been the Chairman of the Accounts Chamber of the Kyrgyz Republic since April 2021.

? Alimzhan Baigazakov;

? Almaz Turdumaliev;
