“If the number of auditors is reduced to three, will this not lead to pressure on them? How will the Council of the Audit Chamber function if its members are subordinate employees appointed by the chairman?” he asked.
In response to these remarks, Almazbek Akmatov, the head of the Audit Chamber, noted that a smaller number of auditors, on the contrary, contributes to increased transparency and accountability in their work.
“Including heads of the apparatus and structural divisions in the Council will allow for more qualified technical decisions. If you have comments on the voting procedure within the Council, we are ready to refine this aspect by the second reading,” he added.

President of the Kyrgyz Republic Sadyr Japarov presented a draft constitutional law with amendments to the law on the Audit Chamber to the Jogorku Kenesh on February 3.
As stated in the explanatory note, the amendments were developed by the Audit Chamber itself. The main goal of the proposed changes is to improve the legal regulation of its activities and ensure institutional, functional, and financial independence in accordance with international standards of external state audit (INTOSAI).
The explanation from the Audit Chamber outlines the following key changes:
1) reducing the number of auditors from nine to three, which means that the Audit Chamber will consist of three auditors, including a chairman appointed from among them, as well as staff from the apparatus and territorial divisions;
It also clarifies the quotas: the Jogorku Kenesh selects auditors as follows: one auditor – upon the proposal of the President of the Kyrgyz Republic, two – on its own initiative.
2) removing the limitation on the functions of the Audit Chamber regarding the audit of effectiveness. This will expand its powers and allow for all types of audits, including financial and compliance audits.
The chairman of the Audit Chamber is Almazbek Akmatov, who has held this position since April 2021.
