According to the information presented in the justification note, the initiator of the changes is the Audit Chamber itself. The main objectives of these amendments are to improve the legal regulation of the chamber's operations and to ensure its institutional, financial, and functional independence in accordance with international standards for external state audit (INTOSAI).
The explanation from the Audit Chamber notes that the draft law includes the following key changes:
1) Reducing the number of auditors in the Audit Chamber from nine to three, which implies that the chamber will consist of three auditors, as well as a chairman who will be appointed from among them, along with the staff and territorial subdivisions;
Additionally, the draft law clarifies the distribution of quotas: one auditor will be appointed upon the proposal of the President of the Kyrgyz Republic, while the other two will be selected by the Jogorku Kenesh at its discretion.
2) Removing the limitation of the Audit Chamber's functionality to only performance audits, which will allow it to conduct all types of audits, including financial audits and compliance audits.
