Sadyr Japarov Excluded International Events from the Public Procurement Law

Legislative changes initiated by President Sadyr Japarov concern the Law of the Kyrgyz Republic "On State Procurement." Relevant information was received from the press service of the president's office.

The Jogorku Kenesh approved this law on January 22 of this year.

The aim of these changes is to improve the efficiency and rational use of budgetary funds when purchasing certain goods, services, and works.

According to the new provisions, procurements related to the organization and conduct of international events at the state level are exempt from the norms of legislation on state procurement. This applies to events involving the President of the Kyrgyz Republic, the Speaker of the Jogorku Kenesh, as well as the Prime Minister, as well as visits by foreign leaders, governments, and delegations.

Procurements in these cases will be carried out based on civil law agreements between the customer and the contractor, in accordance with the civil legislation of the country.

Additionally, the new law introduces the term "state assignment." This concept encompasses orders financed from republican and local budgets for the implementation of priority tasks aimed at maintaining socio-economic stability and developing culture.

Procurements related to the state assignment are also not subject to the Law "On State Procurement" and are formalized through civil law contracts specifying performance indicators.

The law also obliges the state customer and contractor to bear personal responsibility for the targeted and effective use of budgetary funds.

These changes are aimed at more prompt resolution of procurement issues in various sectors funded from budgets.
