President Sadyr Japarov has signed a new law concerning changes in the field of public procurement. The press service of the head of state reported that this law was adopted by the Jogorku Kenesh on January 22.

The main objective of the new provisions is to ensure more effective and rational use of budgetary funds at both the republican and local levels when purchasing goods, services, and carrying out works.

According to the innovations, procurements related to the organization of international events at the state level, which are financed from the budget and involve the participation of the president, the speaker of the Jogorku Kenesh, and the chairman of the cabinet of ministers, as well as visits by heads of foreign states and delegations from international organizations, are not subject to the law "On Public Procurement".

For such cases, procurement is to be carried out through civil law transactions between customers and contractors.
Additionally, a new category called "state assignment" is introduced, which represents an order financed from budgets for legal entities with state participation in the authorized capital. These assignments are aimed at addressing priority tasks that contribute to the socio-economic stability and cultural development of the state.
Procurements conducted within the framework of the state assignment are also not regulated by the law "On Public Procurement" and are implemented through civil law transactions between the state customer and the contractor, with mandatory indication of performance indicators.

The new law aims to promptly address issues related to public procurement in certain sectors financed from budgetary funds.

According to the provisions of the law, both the state customer and the contractor of the assignment are responsible for the targeted and effective use of budgetary funds.
