Kazakhstan has signed an agreement to lease land plots from Kyrgyzstan for 49 years. This step was approved by the Senate deputies on February 12, as reported by Tengrinews.kz.
Under the agreement signed between the governments of the two countries, Kazakhstan will continue the modernization of resort facilities in the Issyk-Kul region to the level of 3- and 4-star hotels, which will last until the end of 2029. This contract was initially concluded on July 4, 2006.
Senate deputy Nuriya Niyazova reported that Kazakhstan has been granted the right to attract investors and demolish old buildings on the leased territories. According to the agreement, Kazakhstan acquires ownership of four resort facilities: the "Kazakhstan" sanatorium, the "Samal" rest house, the "University" sports and health camp, and the "Olympus" center.
“Currently, the Presidential Administration is implementing a project to build a new "Kazakhstan" sanatorium on the shores of Issyk-Kul, which is expected to be completed in the fourth quarter of 2026. As part of this project, it is planned to demolish all existing buildings, except for the dacha No. 1 of Dinmukhamed Akhmedovich Kunayev, which will be transformed into a house-museum to preserve the historical and cultural heritage,” Niyazova noted.
As for the second document - the lease agreement for land plots signed on December 1, 2009, it also confirms Kazakhstan's right to lease land in the Issyk-Kul region.
“According to this agreement, Kazakhstan has been leased land plots with a total area of 58.8 hectares for a period of 49 years,” Niyazova explained.
She added that the Kyrgyz side guarantees the protection of the leased facilities and commits to not take actions aimed at their expropriation into state ownership.
