According to him, this agreement creates a comprehensive legal framework for the operation of Kazakhstani resorts in the Issyk-Kul region. It involves the establishment of property rights and the formalization of leases for the land plots under these facilities.
According to the document, Kazakhstan gains ownership rights to such facilities as the Kazakhstan sanatorium, the Samal recreation center, the University sports and health camp, and the Olymp center.
The land plots will be leased for a period of up to 49 years, with a total area of 58.8 hectares.
The deadlines for modernizing the facilities to the level of 3-4 star hotels have been extended until the end of 2029 (with the exception of one of the facilities). It is expected that they will operate year-round.
The Kyrgyz side guarantees that it will not take measures to seize the facilities when they are used for their intended purpose.
The ratification procedure for this agreement took place in the Mazhilis in December of last year. The law on the ratification of two protocols with Kazakhstan was signed by the President of Kyrgyzstan on May 27, 2025.
It is worth noting that on December 4, 2024, an intergovernmental council was held in Bishkek between Kazakhstan and Kyrgyzstan. At the meeting, the Prime Minister of Kazakhstan, Olzhas Bektenov, and the then head of the Kyrgyz government, Akylbek Japarov, discussed issues related to Kazakhstan's property rights to facilities on the shores of Issyk-Kul.
The parties also agreed on commitments: Kazakhstan is to transform the Kazakhstan sanatorium into a four-star hotel, while the University camp and the Samal recreation center are to be converted into three-star facilities. The Olymp center must be brought into compliance with conditions unrelated to star ratings. The deadline for fulfilling these commitments is set for December 31, 2029.
