According to the signed agreement, Kazakhstan will be able to attract investors and has the right to demolish existing facilities on the leased lands. Senate Deputy Nuriya Niyazova clarified that four facilities are being transferred to Kazakhstan's ownership: the "Kazakhstan" sanatorium, the "Samal" rest house, the "University" sports and health camp, and the "Olympus" center.

Niyazova also reported on the implementation of an investment project for the construction of a new "Kazakhstan" sanatorium on Lake Issyk-Kul, which is planned to be commissioned in the fourth quarter of 2026. As part of this project, all existing buildings will be demolished, except for the dacha No. 1 of Dinmukhamet Akhmedovich Kunayev, which will be transformed into a house-museum to preserve the historical heritage.

The second agreement, signed on December 1, 2009, concerns the lease of land plots in the Issyk-Kul region, granting Kazakhstan the right to temporarily use 58.8 hectares of land for 49 years.

According to Niyazova, the Kyrgyz side is obliged to ensure the inviolability of the leased facilities and not to take actions aimed at their expropriation into state ownership.
