Legal disputes over land plots, the owners of houses on which were named as relatives of the former Deputy Head of the State Tax Service and the former Speaker of the Parliament, have reached the Supreme Court.

The Supreme Court is considering a case regarding the return of land plots to state ownership that previously belonged to the children's creativity center "Kelechek" in Osh and were privatized.

According to the city administration, the plot located at 13 S. Supanaliev Street was originally listed as part of the territory of this center. Currently, legal proceedings are underway concerning this property. There is also a residential building at this address, registered to relatives of the former deputy chairman of the Customs Service, Rayym Matraimov.

On the adjacent plot at 15 S. Supanaliev Street, there is another residential building, which, according to the Osh city administration, belongs to former speaker of the Jogorku Kenesh, Akhmatbek Keldibekov. The administration noted that they do not yet have precise information regarding the progress of legal proceedings related to this property.

In 2024, the municipal property management of the Osh mayor's office sent a request to law enforcement agencies asking to return the land plots at the addresses: 13, 15, and 17 S. Supanaliev Street to the state. After these lands were occupied by private individuals, the total area occupied by the children's center was reduced by approximately 40%.

Previously, at 17 S. Supanaliev Street, the owner of a multi-story building transferred the property to the mayor's office, and it now houses the education department of the city of Osh. This property, which was previously used as a hotel, is located next to the homes of the Rayymbek Matraimov and Akhmatbek Keldibekov families.

How did the story around this property develop?

According to Turmush, on April 10, 2002, the mayor's office issued resolution No. 321, registering the citizen S.Z. as the owner of a land plot of 1,468 square meters with a building of 360 square meters on Karl Marx Street, located near the children's center "Kelechek." On March 10, 2004, a state act was issued for the ownership of this land plot. On March 30 of the same year, citizen S.Z. sold the real estate at 17 S. Supanaliev Street to citizen S.S. for 600,000 soms. The area of this property was 533.10 square meters.

On July 26, 2004, ownership of the property was registered to citizen S.S. On January 17, 2013, this property was formalized as an inheritance to citizen S.M.M. On July 13, 2016, S.M. sold the real estate to citizen Zh.M. for 19 million 488 thousand soms.

Turmush previously reported that the municipal property management of the city of Osh sent a letter regarding the return of lands that previously belonged to the children's creativity center "Kelechek" and were transferred to private hands. The municipal property management noted that a request was sent to law enforcement agencies to restore the previous boundaries of the land plots at addresses 13, 15, and 17.

“Letters with materials were sent to the prosecutor's office of the city of Osh and the State Committee for National Security of the Osh region. Work on the documentation for these land plots is ongoing. According to the original documents, these lands previously belonged to the 'Kelechek' center, and the area of the center's land was reduced by 40%. We aim to return the plots to their original state,” said the head of the department, Pirmatov.

Pirmatov also reminded that measures had previously been taken to dismantle structures on municipal land.
On one side of the alley is the house of the Matraimov family, and on the other is the Osh City Children's Creativity Center "Kelechek." The plot between them was fenced off, and gates were installed on both sides. In 2019, the mayor's office reported that access to the children's center had been illegally closed, and this situation had persisted for about 10 years.
