"One Cannot Vote While Staying at Home." The Housing Committee Approved the Bill to Reduce the Composition of the Central Election Commission

A bill concerning the reduction of the Central Election Commission's composition was presented in the Jogorku Kenesh.

The authors of the initiative are members of the Parliament of Kyrgyzstan: Marlen Mamataliyev, Talant Mamytov, Akylbek Tumonbaev, Dastanbek Jumabekov, Nurbek Sydygaliev, and Talaybek Masabirov.

Nurbek Sydygaliev, presenting the report, noted that global experience shows that a smaller number of members in an electoral body can contribute to more effective work. Moreover, reducing the composition will not only speed up the decision-making process but also lower financial costs for salaries and social guarantees. If the law is adopted, it will take effect from June 1, 2026.

Sydygaliev also added that in the second reading of the bill, it will be proposed to keep the Central Election Commission's composition at eight members, half of whom will be appointed by the president and the other half by the Jogorku Kenesh.

Kamila Talieva inquired about the reasons for the reduction in the commission's composition.

“This is necessary for optimizing work. The quorum problem in the Central Election Commission arises from the difficulties in gathering 12 members. Currently, meetings are held in an online format, which is incorrect. With eight members, all of them must be present. I believe that one cannot vote while at home,” he noted.

After the discussion, the deputies supported the concept of the bill.
