Deputies approved in the second reading the bill on reducing state awards
The deputies of the Jogorku Kenesh adopted in the second reading a draft law concerning state awards, honorary titles, and prizes in the Kyrgyz Republic. The initiator of this draft law was the cabinet of ministers.
The chairman of the committee on constitutional legislation, state structure, local self-government, and the regulations of the Jogorku Kenesh, Kurmankul Zulushiev, presented information about the document. The main goal of the draft law is to streamline the existing system of state awards and improve the legal norms related to their awarding. It is also aimed at enhancing the prestige and authority of state awards and honorary titles.
In addition, the deputies discussed and approved in the first reading the draft law "On Competition." This draft law is focused on improving antimonopoly legislation and protecting competition in the country, taking into account international standards.
Furthermore, the elected representatives considered and adopted in the first reading the draft law on the ratification of an agreement with the Eurasian Development Bank. This agreement concerns the financing of the "Improvement of Roads in the City of Osh" project, which includes the construction of two overpass bridges and a 3.2 km stretch of road. The signing of the document took place on December 29, 2025, in Bishkek.
The "Improvement of Roads in the City of Osh" project involves the construction of two overpass bridges, an overpass over A. Masaliev and V. Lenin streets, a bridge over the Ak-Buura River, as well as the widening of streets to 4-6 lanes with a median strip. The total cost of the project is 19.31 million US dollars, including a loan of 14.15 million dollars for a term of 15 years and a grace period of 5 years with an interest rate of 1.2%.
