
The Committee on International Affairs, Defense, Security, and Migration, during its latest meeting, reviewed and supported the bill titled "On the Ratification of the Agreement on Financing between the Kyrgyz Republic and the Eurasian Development Bank for the project 'Improvement of the Roads of the City of Osh.' This agreement, signed on December 29, 2025, in Bishkek, includes the construction of two elevated bridges and a 3.2 km stretch of road.
The bill was presented by the Deputy Minister of Transport and Communications Ulukbek Janibekov. He noted that the project includes the construction of two elevated bridges, an overpass over A. Masaliev and V. Lenin streets, as well as a bridge over the Ak-Buura River. Additionally, there are plans to widen the streets to 4-6 lanes with a median strip. The total cost of the project is 19.31 million US dollars, of which 14.15 million is a loan, and 1.24 million is from own funds with a 15-year repayment period. The grace period will be 5 years, and the interest rate will be 1.2%.
During the discussion, the deputies unanimously expressed their support for the bill. However, Deputy Ulan Bakasov pointed out the need to expedite the construction of the Lakhol bridge in the Naryn region. Deputy Gulya Kozhokulova emphasized the importance of updating the road infrastructure in the Talas region.
Deputy Yrysbek Atazhanov also highlighted the necessity of building a bridge that would connect the Kadamjai and Batken districts through the rural districts of Ak-Turpak and Suu-Bashy. Another deputy, Zhyldyz Sadyrbaeva, drew attention to the importance of quality control in construction work and the provision of guarantees from contractors.
Deputy Zhanibek Amatov expressed the opinion that there is a need to develop sidewalks in the Kulatov rural administration to enhance the safety of local residents. Medina Kairylbekova pointed out the condition of irrigation canals in the Talas region and suggested improving the road leading to the livestock market in the Aitmatov rural administration, as well as addressing the concerns of heavy vehicle drivers regarding axle loads on the region's roads.
