The EDB will allocate $14.15 million in loans and $1.24 million in grants for the construction of two viaduct bridges in Osh.

- On February 18, 2026, the Cabinet of Ministers of the Kyrgyz Republic approved a financing agreement with the Eurasian Development Bank (EDB) regarding a project to improve road infrastructure in the city of Osh.

This document, signed on December 29, 2025, in Bishkek, includes the construction of two elevated bridges and a road section with a length of 3.2 kilometers.

The Ministry of Transport and Communications has been designated as the authorized body for the implementation of this agreement. This decision will now be submitted to the Jogorku Kenesh for the necessary ratification procedures.

Under the agreement, the EDB is providing a loan of $14.15 million and a grant of $1.24 million. The loan will be issued for 15 years with a 5-year grace period and an interest rate of 1.2%. The Cabinet of Ministers will also allocate $3.92 million for co-financing. The total cost of the project will amount to $19.31 million.

The project includes the construction of two elevated bridges, an overpass over A. Masaliev and V. Lenin streets, a bridge over the Ak-Buura River, as well as the widening of some streets to 4–6 lanes with a median strip.

The implementation of this project will reduce the traffic load on key streets of the city by up to 50% and provide access from the Bishkek—Osh highway to the central and western districts of Osh, including the new central market.

In the Cabinet's conclusion, it is emphasized that the ratification of the agreement will not lead to negative social, legal, environmental, or other consequences.
