At a meeting of the Committee on Judicial and Legal Affairs of the Jogorku Kenesh, the head of the State Traffic Safety Department, Azhenbek Kozukeev, reported that drivers whose licenses are revoked after unsuccessful testing will receive temporary permits.

On February 24, Deputy Minister of Internal Affairs Adylbek Biibosunov presented amendments to the Code of Offenses. According to the new bill, traffic inspectors will be able to check drivers' knowledge of traffic rules on the spot if they commit one of eight serious violations. If the driver is unable to answer the questions, their license will be revoked on the spot, and they will be issued a temporary permit for 60 days.

“The inspector stops the vehicle when one of the eight specified violations occurs. Six questions will appear on the inspector's tablet. If the driver answers at least four of them, they will be allowed to continue driving after the protocol is drawn up. Otherwise, if they fail to answer three questions, their license will be temporarily taken away, and they will be issued a temporary one for 60 days. During this time, the driver must pass an exam at 'Unaa,'” Kozukeev explained.

Deputy Ulukbek Uzakbaev asked how a driver can contest the inspector's decision.

“If the driver disagrees with how the test was conducted, what options do they have?” the deputy asked.

Biibosunov replied that the results of the testing will be automatically displayed on the inspector's tablet and stored in the system.

Kozukeev added that the driver will be able to retake the exam at 'Unaa' several times within 60 days if they disagree with the results. The rules for retaking the exam will be established by a separate provision.
