According to the proposed bill, drivers will undergo a knowledge test of the Traffic Rules immediately after one of the specified violations is identified.
Biibosunov clarified that the innovation pertains only to eight articles:
- Part 1 of Article 182 "Driving a vehicle with technical malfunctions that prohibit its operation";
- Part 4 of Article 182 "Driving a vehicle without state registration plates or with one of them missing";
- Article 185 "Disobedience to the requirements of law enforcement officers regarding the stopping of a vehicle";
- Part 3 of Article 187 "Exceeding the speed limit by more than 40 km/h, but not more than 60 km/h";
- Part 4 of Article 187 "Exceeding the speed limit by more than 60 km/h";
- Part 3 of Article 188 "Violating the rules for crossing intersections, passing a red traffic light, driving on sidewalks or pedestrian paths, and failing to yield to public transport vehicles";
- Part 4 of Article 188 "Failing to yield to vehicles with activated special signals";
- Part 5 of Article 188 "Violating overtaking or maneuvering rules by entering the oncoming lane";
- Part 1 of Article 189 "Auto hooliganism (including unauthorized racing and reckless driving)";
- Part 2 of Article 192 "Violating traffic rules that resulted in damage to a vehicle or road infrastructure";
- Part 3 of Article 192 "Violating traffic rules that caused harm to health, if there are no signs of a criminal act";
- Article 194 "Driving a vehicle modified without permission";
- Article 195 "Violating the rules for transporting hazardous goods".
If a driver fails to successfully pass the test, their license will be temporarily suspended, and they will be offered to retake the exam. If they do not pass the exam within 60 days, their driver's license will be suspended.
Deputy Bolot Ibragimov expressed concerns that the new bill could create conditions for corruption, as certain officers might require exams from all drivers, even in the absence of violations, to obtain bribes.
However, the Deputy Minister assured that such risks are minimal. He emphasized that all officers will be equipped with body cameras and tablets to document the process and automate the questions asked. The test will consist of six questions, and to pass successfully, one must answer four of them correctly.
Ibragimov, in turn, noted that he cannot support this bill, citing instances where traffic police officers were unable to answer simple questions about road signs, which undermines trust in this initiative.
By order of President Sadyr Japarov, starting from September 1, 2025, it is planned to introduce on-site knowledge checks of traffic rules for drivers who have violated the rules. However, later the Traffic Police of the Ministry of Internal Affairs announced a postponement of the implementation dates. To fulfill the president's directive, an interdepartmental commission was created to develop the necessary amendments to the Code of Offenses.
