Six Questions on the Road. The Ministry of Internal Affairs Explained How Drivers Will Be Tested on Traffic Rules
Deputy Minister of Internal Affairs Adylbek Biibosunov reported that under the new bill, inspectors will be able to check drivers' knowledge of traffic rules on-site where the violation was recorded. However, this will not apply to cases where violations are recorded by cameras.
According to Biibosunov, this initiative will help quickly identify drivers who are unaware of traffic rules and promote increased discipline on the roads.
The bill plans to introduce a new provision describing the procedure and grounds for checking the knowledge of traffic rules among drivers who have violated the rules, as well as the consequences in case of failing the test.
Deputy Bolot Ibragimov expressed concerns that such a mechanism could lead to corruption.
In response, Biibosunov noted that inspectors will have body cameras, and it is also planned to purchase 1,050 specialized tablets, which should help minimize the risks of corruption.
Additionally, Ibragimov inquired about the verification process. The Deputy Minister clarified that the details will be outlined in a separate regulatory act.
"In case of a violation, the inspector stops the driver and draws up a report. He will use an electronic tablet, which will display six questions. If the driver answers at least four correctly, he will be allowed to continue driving after the report is completed. Otherwise, the driver's license will be temporarily confiscated, and he will have to retake the exam," Biibosunov explained.
Ibragimov also asked whether the information would be entered into the system.
"Yes, the system will automatically select six questions from the database. They will be displayed on the screen. If the driver cannot answer, this will be recorded on the tablet, and all data will be saved in the automated system," the Deputy Minister added.
