School directors in Kyrgyzstan want to be appointed without interviews
This draft proposes the creation of a unified competitive selection mechanism for directors of educational institutions, replacing the existing fragmented rules that currently govern these processes.
In addition, it is planned to transition the competitive procedures to a digital format. In this context, the automated system "Mugalim" will play a key role, which will be integrated with the interdepartmental platform "Tunduk." It will facilitate the submission of documents, verification of information, publication of vacancies, and formation of a personnel reserve through a single interface.
One of the main innovations will be centralized computer testing, which will replace traditional interviews. This decision, as stated in the documentation, aims to reduce subjectivity and minimize corruption risks.
Testing is planned to be conducted twice a year, with immediate publication of results and the possibility of submitting appeals.
Candidates who successfully pass the testing will be included in the digital reserve of leaders, and appointments to vacancies will be based on the number of points they have scored.
It is also expected that newly appointed leaders will undergo a six-month probation period, after which a fixed-term employment contract for five years may be concluded, or a decision may be made to terminate their powers.
