In Bishkek Schools, There Are 433 Teacher Vacancies: A Deputy Proposed Creating a "Directors' Club" to Save Education
During the meeting of the factions "Emgek" and "Jany Kych," Kuznetsova noted that the Department of Education is actively working on forming a reserve of personnel; however, not all successful candidates who have passed testing within the framework of public service can ensure stable leadership of educational institutions in the long term. In this regard, she proposed to transfer the responsibility for the training of directors to the Department of Education.
The deputy expressed interest in the number of open teaching vacancies in Bishkek, as well as the collaboration between the Department and pedagogical universities. She suggested entering into targeted contracts with universities to ensure that graduates return to work in city educational institutions.
According to a representative of the Department of Education, there are currently 433 vacancies in schools and 190 positions in preschool educational institutions in the capital. Since the beginning of the academic year, the department has signed memorandums with five universities, including KNU and BGU, and has accepted 384 students who combine their studies with work.
At present, there are 11 vacancies for school directors and 12 for kindergartens. Applications have already been submitted to the Ministry of Education, and materials are being prepared for the competition.
The department representative confirmed the need to create a reserve of personnel for directors, explaining that the Ministry of Education is currently developing changes to the relevant regulations. The department proposed to create a reserve to avoid long periods of unfilled vacancies after directors leave, as well as to introduce a third stage of the competition—interviews where candidates can present their development programs for the institutions.
Tatiana Kuznetsova characterized the figures mentioned as "not positive, but sad." She pointed out numerous complaints from parents that certain subjects are not being taught. The deputy also noted that substituting classes with other teachers, for example, when a physics teacher teaches mathematics, is an incorrect practice. She believes that the introduction of STEM subjects does not solve the vacancy problem.
Kuznetsova also inquired about the program to provide teachers with computers, which the Ministry of Education had mentioned. The department representative confirmed that all teachers are 100% provided with laptops, and recently this included all primary school teachers. However, when asked about the functions and software of these devices, he could not provide an answer and promised to provide information later.
The deputy proposed to create a system for training a reserve of managerial personnel based at the Department of Education, indicating that among the staff of schools and kindergartens, there are competent specialists interested in the fate of their institutions. Kuznetsova suggested conducting surveys and testing to form an internal reserve and organizing training for potential leaders with the help of the department's methodological department.
Additionally, she proposed involving experienced retired directors to train new leaders, utilizing their experience in working with parents and forming a team. Kuznetsova emphasized that pedagogical teams have "collapsed" and suggested creating a "club" based at the department for the training of future leaders, where experienced specialists could share their knowledge with new personnel.
The deputy also noted that in Bishkek, in addition to 120 municipal schools, there are about 126 private educational institutions operating. She suggested that the department not only approve the curricula of private schools but also involve their teachers in professional development programs, as well as consider the possibility of attracting educators from the private sector to substitute in municipal schools.
