
The Committee of the Jogorku Kenesh, which deals with finance, budget, entrepreneurship, and competition development, approved on the first reading a bill concerning amendments to a number of legislative acts of the Kyrgyz Republic. This project includes amendments to the Code on Non-Tax Revenues, the Code on Offenses, as well as the Law "On the Universal Military Duty of Citizens of the Kyrgyz Republic, on Military and Alternative Services."
Talaibek Sharshiev, the First Deputy Minister of Defense, emphasized that the goal of the new bill is to establish clear contribution amounts for citizens undergoing alternative service, as well as for the collection of mobilization reserves and the training of reserve officers.
Deputy Ilimbek Kubanychbekov expressed concerns during the discussion that the proposed changes could exacerbate social inequality, as the possibility of alternative service would only be available to citizens with financial means, while others would be forced to undergo military service.
In addition, the committee also supported the bill "On the Ratification of the Temporary Trade Agreement between the Eurasian Economic Union and its Member States and Mongolia," which was signed on June 27, 2025, in Minsk, Republic of Belarus, also on the first reading.
