Ulukbek Karybek uulu: The Bishkek City Hall is deceiving the president, the population, and the deputies

At the meeting of the Jogorku Kenesh Committee on International Affairs, which took place on January 26, Deputy Ulukbek Karybek uulu raised an important issue regarding the lack of schools in Bishkek and inquired when this problem would be resolved.

As part of the ratification of the loan agreement with the Saudi Fund, the government plans to attract $50 million for the construction of five new educational institutions and seven additional buildings in Bishkek, as well as two schools in the Chui region. The information about the project was presented by the Deputy Minister of Construction, Architecture, and Housing and Communal Services, Samat Janteliyev.

He noted that most schools in the capital are overcrowded. For example, in the Sverdlovsk district, there are 35 municipal schools with a designed capacity of 29,732 places, but in reality, 66,747 children are studying there. According to the Ministry of Construction, an additional 15 schools need to be built in this area to provide 11,000 student places.

“Bishkek is catastrophically lacking educational institutions, and the statistics confirm this. When is a final solution to this problem planned?” asked the deputy.

In response, Janteliyev stated that the construction of new schools is ongoing, and this year it is planned to start the construction of 20 educational institutions. Currently, projects are being developed and land plots are being determined, and construction work is expected to begin this year.

The deputy also asked about the criteria for selecting areas for the construction of new schools. According to him, construction is not taking place in areas where there is a severe shortage.

“For example, in the new development 'Ak-Zhar', where 15,000 people live, children from three residential complexes are forced to travel to the city for school. In the official response from the city hall, it is stated that a school for 600 places has been built in the residential area 'Ak-Bata' and that children attend it. In this case, the city hall is misleading both the country's leadership and the population along with the deputies.

Although the school project in 'Ak-Bata' is designed for 600 children, in reality, there are about 1,500 children living in this area, and in the neighboring new developments 'Nurkhozo', 'Ak-Tilek', and 'Ak-Zhar' there are about 3,000 more. These areas lack medical facilities, schools, and proper roads. What is the Bishkek city hall doing? The Ministry of Construction must conduct an analysis and include these new residential areas in the title list for 2026. If they think they can hide the problem with bureaucracy and reports, they are deeply mistaken. This concerns the Ministry of Construction, the Bishkek city hall, and the akimat. If the issue is not resolved, we will raise it at the presidential level,” the deputy concluded.
