During the second reading, a bill on the ratification of a loan agreement with the Saudi Fund was approved. Deputy Minister of Construction, Architecture, and Housing and Communal Services Samat Janteliyev noted that this event is part of the second phase of the project.
The first phase of construction, which was completed on December 1, 2024, included the construction of 28 schools and two kindergartens, for which $30 million was allocated. The loan is provided for a period of 25 years at an interest rate of 1% per annum.
The second phase of the project, which is being discussed, also includes the construction of new schools, for which $50 million will be allocated, with a grace period of five years and a total loan term of 25 years. Details of the second phase of the project can be found at the link.
As part of this initiative, it is planned to build five schools in Bishkek, each of which will accommodate between 150 and 1,000 students, as well as additional buildings for existing educational institutions. In addition, two new schools will be built in the Chui region. The completion of the project is scheduled for 2029, with two years allocated for construction and one year for the warranty period.
Deputy Gulya Kozhokulova asked about the possible conditions set by the Saudi Fund, such as the training program or subject focus. She was also interested in the locations of the future schools.
The Deputy Minister confirmed that no additional conditions had been received from the fund.
The new educational institutions in Bishkek will be located in the following areas:
- “Birimdik-Kut” - a school for 750 students;
- “Altyn-Ordo” - for 660 students;
- “Kut” - for 750 students;
- in the village of Orto-Say - for 660 students;
- in the Ulan microdistrict - for 660 students.
- for school No. 87 - for 360 students;
- for school No. 38 - for 300 students;
- for school No. 82 - for 1,000 students;
- for school No. 63 - for 360 students;
- for school No. 26 - for 300 students;
- for school No. 83 - for 650 students;
- for Maevskaya Secondary School - for 300 students.
- in the Alamudun district, village of Vasilyevka - for 275 students;
- in the Issyk-Ata district, village of Karagay-Bulak - for 150 students.
