The Ministry of Labor, Social Security and Migration has provided clarifications regarding the monthly allowance "Assistance to Residents of High Mountain Areas." In this material, we will examine the key aspects of this allowance.
Who can apply for the allowance?
This allowance is intended for residents of high-altitude and hard-to-reach areas, including certain border settlements with special status. The following are eligible for the allowance:
- families with a third child and subsequent children;
- families with children under 3 years old who live with the allowance recipient.
Are family incomes taken into account?
No, the allocation of the allowance does not depend on the family's income or its socio-economic status.
How to apply for the allowance and what documents are needed?
To apply for the allowance, residents of high-altitude areas must contact the territorial offices of the Ministry of Labor at their place of residence. Required documents include: parents' passports, children's birth certificates, certificates of birth for twins or multiple children born at the same time, as well as proof of registration in a high-altitude zone.
For foreigners, documents confirming legal residence in Kyrgyzstan are required. If the application is submitted through a representative, a passport, power of attorney, and court decision on the legal representation of the child must be provided.
When can payments be suspended?
- when permanently leaving the country;
- in the event of the death of a child under 3 years old;
- if the child is under full state care;
- upon detection of unlawful receipt of the allowance;
- if the family has moved out of the high-altitude zone;
- upon the child's reaching 3 years of age.
Payment timelines:
The allowance begins on the 1st of the month following the submission of the application and will be paid until the child reaches 3 years old. For example, applications submitted in January 2026 will be paid starting from February 1, 2026.
Registration and address:
The address indicated in the registration at the place of residence and stay (in the AIS "Address Reference Bureau") must match the address registered in the automated information system "Sanarip Aymak." If there is no registration, one must contact the local district for temporary registration.
The Ministry is also working on correcting data about children born outside the country.
