The Ministry of Labor explained how benefits are assigned to residents of high-altitude areas.

The Ministry of Labor, Social Welfare, and Migration has published clarifications regarding the main conditions for receiving a monthly allowance for residents of high-altitude and hard-to-reach areas.

This allowance is available for residents of high-altitude territories, as well as certain border settlements, and includes:

• payments for the third and subsequent children;
• allowances for children under three years old who live with the recipient.

It should be noted that the allowance is provided regardless of the family's income and socio-economic status. To receive the allowance, residents of high-altitude areas must contact the territorial offices of the Ministry of Labor at their place of residence.
To apply for the allowance, parents must provide their passports, birth certificates of the children, certificates of the birth of twins or multiple children at the same time, as well as proof of registration in the high-altitude zone. Citizens of other countries must provide documents confirming their legal residence in Kyrgyzstan. If the application is submitted through a representative, it is necessary to provide a passport, a power of attorney, and a court decision on the legal representation of the child.

Payments of the allowance may be suspended in the following cases:

• if the family permanently moves abroad;
• if the child passes away before reaching three years of age;
• if the child is fully supported by the state;
• upon detection of facts of unlawful receipt of the allowance;
• if the family has moved out of the high-altitude zone;
• when the child reaches the age of three.

Payment Terms

The allowance is calculated from the first day of the month following the submission of the application and continues until the child turns three years old. For example, if the application is submitted in January 2026, payments will begin on February 1.
It is important that the address indicated in the registration records at the place of residence and stay (in the "Address Reference Bureau" system) matches the address in the automated information system "Sanarip Aymak." In the absence of registration, one should contact the village council to register temporarily.

The Ministry is also working on correcting data about children born outside the country.
