Who is eligible for the allowance?

This allowance is provided to residents of high-altitude and hard-to-reach areas, as well as residents of border settlements with special status:

• for the third and subsequent children;

• for children under three years old who are dependent on the recipient.

Is family income taken into account?

No, the allowance is issued regardless of the family's financial situation and income.

How to apply for the allowance and what documents are needed?

Residents of high-altitude areas should contact the local offices of the Ministry of Labor at their place of residence. To receive the allowance, the following documents are required: parents' passports, children's birth certificates, certificates of birth for twins or multiple children born at the same time, as well as proof of registration in the high-altitude zone. Foreigners must provide documents confirming their legal stay in Kyrgyzstan. If the application is submitted through a representative, a passport, power of attorney, and court decision on the legal representation of the child are required.

Under what circumstances can payments be suspended?

• when permanently leaving the country;

• in the event of the child's death before the age of 3;

• if the child is fully supported by the state;

• upon detection of unlawful receipt of the allowance;

• if the family has moved out of the high-altitude zone;

• upon the child reaching the age of 3.

Payment timelines:

The allowance begins to be accrued from the first day of the month following the submission of the application and continues until the child reaches the age of 3. For example, if the application is submitted in January 2026, payments will start from February 1, 2026.

Registration and address:

The address indicated in the registration at the place of residence must match the data registered in the automated information system "Sanarip Aymak". If there is no registration, one must contact the local district for temporary registration.

The Ministry is also working on correcting data about children born abroad.
