At the same time, the existing system has effectively equated military ranks with civil ranks, which, according to the State National Security Committee (GKNB), is incorrect and violates the boundaries between military and civil service.The GKNB insists that the assignment of military ranks to prosecutors is inappropriate and distorts the meaning of military service.
According to the proposed draft, the procedure for assigning special civil ranks and military ranks for prosecutors will be determined by the Attorney General.
The following ranks and civil positions are planned to be introduced:
- Attorney General - State Advisor of Justice 1st Class (instead of Justice Colonel General);
- First Deputy Attorney General - State Advisor of Justice 2nd Class (instead of Justice Lieutenant General);
- Deputy Attorneys General, Prosecutors of Batken, Jalal-Abad, Osh, and Chui Regions, Prosecutor of Bishkek - State Advisor of Justice 3rd Class (instead of Justice Major General);
- Deputy Attorney General - Military Prosecutor - Justice Major General (unchanged);
- Prosecutors of Regions, Prosecutor of Osh; Deputy Prosecutors of Regions, Bishkek, and Osh; Prosecutors of Specialized Prosecutor's Offices; Heads of Structural Units of the General Prosecutor's Office, their deputies, and heads of departments of structural units of the General Prosecutor's Office; Senior Assistant to the Attorney General for Special Assignments; City and District Prosecutors - Justice Advisor 1st Class (Justice Colonel);
- Deputy Military Prosecutors; Military Prosecutors of Garrisons - Justice Colonel (unchanged);

Additionally, terms of service in special civil ranks are established:
- Junior Lawyer - 1 year;
- Lawyer 3rd Class - 2 years;
- Lawyer 2nd Class - 3 years;
- Lawyer 1st Class - 4 years;
- Justice Advisor 3rd Class - 5 years;
- Justice Advisor 2nd Class - 6 years.
Service periods for Justice Advisor 1st Class are not defined.
The highest special civil rank "State Advisor of Justice 3rd Class" may be assigned to the Attorney General no earlier than six months after appointment, and to other officials - no earlier than two years.
Individuals holding the rank of "Justice Advisor 1st Class" and having held high state positions may count the time spent in those positions towards the periods required for obtaining the highest special civil rank.
The assignment of civil ranks of State Advisor of Justice 3rd, 2nd, 1st Classes and the military rank of Justice Major General will be carried out by the President.Appointments of civil ranks of Justice Advisor 3rd, 2nd, 1st Classes, Lawyer 3rd, 2nd, 1st Classes, Junior Lawyer, as well as military ranks such as Junior Lieutenant, Lieutenant, Senior Lieutenant, Captain, Major, Lieutenant Colonel, and Colonel of Justice will be regulated by the Attorney General.
The assignment of a special civil rank or military rank must be carried out in the established sequence.In case of improper performance of official duties, prosecutors may be demoted in civil rank or military rank by one step at the decision of the heads of the prosecutor's offices.
