The GKNB initiated a rank reform for employees of the GNS, GTS, and the Prosecutor's Office

In Kyrgyzstan, a reform has been initiated regarding the assignment of special ranks for civil servants. The draft law is available for public discussion.

The initiator is the State Committee for National Security. According to the proposal, it is suggested to abolish special military ranks and the right to wear epaulettes with a five-pointed star for employees of the State Tax Service, administrative divisions of the State Customs Service, and civilian prosecutors. An exception is made for employees engaged in law enforcement or military activities.

According to the authors of the draft law, the State Tax Service does not currently engage in operational investigative activities and pre-trial proceedings. These functions are performed by the Ministry of Internal Affairs, national security, and customs authorities. Thus, the tax service essentially carries out only administrative and fiscal functions, not being part of law enforcement structures.

The situation in the customs service is similar. Most employees are focused on customs control, cargo clearance, and payment collection. Law enforcement tasks are performed only by certain divisions, such as combating smuggling and investigative departments. In this regard, it is proposed to retain special ranks only for employees of law enforcement structures, while administrative staff would be granted the status of state civil servants with corresponding class ranks.

Additionally, as part of the amendments concerning the prosecutor's office, it is proposed to abolish military ranks for civilian prosecutors, retaining only special class ranks.

Military ranks are planned to be retained only for employees of the military prosecutor's office, who serve under conditions established for military personnel.

It is important to note that the proposed changes will not affect social guarantees for current employees. All previously assigned special ranks and class ranks will be preserved.

These changes are aimed at optimizing the personnel system, excluding unnecessary attributes of a power structure where they are not required, and enhancing the prestige of actual military service and law enforcement agencies.
