According to him, factors such as air, water, and soil pollution, climate change, as well as the decline in biodiversity and food safety have a significant impact on public health.
The deputy highlights that the costs of healthcare related to these issues place a heavy burden on the budget of Kyrgyzstan. Reducing emissions from vehicles should be viewed as an investment in the health of citizens and a decrease in future expenses for treating chronic diseases.
In this regard, he proposes to amend the Law "On Road Traffic in the Kyrgyz Republic," which obliges vehicles to meet safety and environmental impact reduction requirements established by state standards.
All vehicles whose design includes catalytic converters or similar systems for reducing exhaust gas toxicity must be equipped with them and kept in working order, as well as undergo mandatory technical inspection.
An important part of the technical inspection will be checking the vehicle's compliance with environmental standards, including:
- for cars with catalytic converters or particulate filters — a visual inspection of their presence and condition, as well as instrumental analysis of harmful substances in exhaust gases, according to approved methods;
- for other vehicles — monitoring the level of pollutants in accordance with established norms.
A positive conclusion from the technical inspection will confirm the vehicle's compliance with environmental requirements.Operation of vehicles that do not meet mandatory environmental standards will be prohibited. The list of malfunctions that will make vehicle operation impossible will be determined by the cabinet of ministers.
Additionally, it is proposed to introduce a provision in the Code of Offenses stating that driving a vehicle that does not meet environmental standards regarding the presence and functionality of the catalytic converter will result in a fine for individuals of 100 calculation indicators (10,000 soms), and for legal entities — 350 calculation indicators (35,000 soms).
Providing false documents confirming the vehicle's compliance with environmental requirements or concealing necessary data for mandatory technical inspection will also be punishable by a fine: 150 calculation indicators (15,000 soms) for individuals and 500 calculation indicators (50,000 soms) for legal entities.
Legal entities providing services for the removal, blocking, or imitation of catalytic converter operation, if this leads to exceeding established emission norms, will be required to pay a fine of 300 calculation indicators (30,000 soms) with confiscation of the equipment used to commit the offense.
