According to resolution No. 1, signed on January 13 by Prime Minister Adylbek Kasymaliev, all owners and tenants of recreational facilities must carry out cleaning of beaches and underwater areas from May 1 to October 1. This must be done using specialized equipment and according to an established schedule, which requires cleaning to be conducted no later than the 30th of each month.
Every day, tenants and owners are required to manually clean the beach areas. It is prohibited to pollute the beaches with various waste, including small items, and to overflow trash bins.Some types of non-recyclable waste, such as diapers, napkins, foil packaging (for example, from chips and coffee), as well as disposable dishes and toothbrushes, must be handed over to municipal enterprises for disposal.
Before the start and after the end of the swimming season, owners and tenants are required to conduct a large-scale deep cleaning of the beaches and the bottom of the lake.To organize underwater cleaning, owners can unite into associations, rent or purchase specialized equipment at their own expense, and hire certified divers to carry out the necessary work.
The inspection of the completed cleaning will be carried out by a special commission established by the authorized environmental protection agency. The commission will include representatives from state institutions responsible for ecology, sanitary supervision, and the diving service of the Ministry of Emergency Situations.
All legal and physical entities, as well as state and municipal organizations managing recreational facilities on Issyk-Kul, will be held accountable for non-compliance with the new requirements in accordance with Article 213-4 of the Code of Offenses.
