The building constructed by former MP Bayaman Erkinbaev is being demolished in the city of Osh
According to information from the press service of the mayor's office, as reported by Turmush, a number of facilities in Alisher Navoi Park that were transferred to private ownership are now being returned to municipal property by court order. "According to the court ruling, buildings that pose a danger and have fallen into disrepair are being demolished by the Osh mayor's office. This specifically includes 'Balban-Saray.' A green zone for the recreation of citizens will be established in its place," said Zhyldyz Bolotbekov.
It is worth noting that on January 10, 2026, the mayor of the city, Zhenishbek Toktorbaev, during an inspection of the cleanup of Navoi Park from illegal constructions, mentioned that it had been a year since the relatives of Bayaman Erkinbaev promised to dismantle the "Palvan-Saray" building at their own expense.
It is known that this building was constructed 30-35 years ago and at one time served as a venue for sporting events organized by Bayaman Erkinbaev. For the past two decades, it has been in a state of disrepair.
Bayaman Erkinbaev was not only an entrepreneur but also a deputy of three convocations of the Jogorku Kenesh, being elected in 1995, 2000, and 2005. He also founded the wrestling federation "Alysh." In September 2005, Erkinbaev was murdered near his home on Gogol Street in Bishkek.
During operations to dismantle illegal constructions in Navoi Park, 10 objects have already been demolished, and "Balban-Saray" has become the eleventh. Additionally, the area belonging to the brother of Omurbek Tekebaev has been completely cleared earlier.
The demolition work began in the summer of 2025. At that time, the municipal property management of the city of Osh reported the demolition of buildings associated with the current deputy of the Jogorku Kenesh Cholpon Sultanbekova, the ambassador of Kyrgyzstan to Germany and Finland, Omurbek Tekebaev, as well as the late Bayaman Erkinbaev.
Legal proceedings regarding 11 objects lasted for more than a year and a half. As a result of the court ruling, the land plots were returned to municipal ownership; however, the buildings remained with private owners who ignored warnings. None of these properties belonged to ordinary citizens. Among them were the buildings of Omurbek Tekebaev, deputy Cholpon Sultanbekova, as well as "Palvan" and "Alysh," owned by Erkinbaev.
According to information from the municipal property management, seven out of the eleven objects are located within 50 meters of the water protection zone, while the other four do not fall within this protected area.
According to legislation, the water protection zone of canals ranges from 6 to 50 meters on each side. For example, for the Moyun, Zhany-Aryk, and Zhoo-Bas canals, the water protection zone is 6 meters, while for the Ak-Buura River it is 50 meters, and for the Uvam Canal, it is 30 meters.
