The court fined a woman for slapping her ex-husband. What's wrong with this?

The Sverdlovsk District Court in the capital has decided to impose a fine of 10,000 soms on a woman who slapped her ex-husband. This information was published by lawyer Nurbek Toktakunov on his social media.

The lawyer noted that the man had subjected his ex-wife to physical and psychological abuse for a long time. This is confirmed by 16 protection orders and a verdict from the Lenin District Court in a case of torture.

The incident that led to the woman's prosecution occurred during a call for an ambulance when her child was injured. The defense emphasized that the incident should be viewed in the context of previously documented facts of violence and the severe psycho-emotional stress the woman was under.

However, as Nurbek Toktakunov pointed out, the representative of the Sverdlovsk District Prosecutor's Office claimed that previous instances of violence were unrelated to this incident. The court agreed with this position and considered the case in isolation from previous circumstances.

The lawyer plans to appeal the decision in the appellate court.

In Kyrgyzstan, family and domestic violence is regulated by the law "On Protection and Defense from Domestic Violence." This law allows for the issuance of protection orders that prohibit aggressors from approaching victims, contacting them, and committing violent acts.

Although protection orders are issued by law enforcement agencies and courts, human rights defenders and lawyers point to difficulties in their enforcement and monitoring. In cases of systematic violence, criminal liability may arise under the article "Torture" according to the legislation.

According to official statistics, more than 10,160 cases of domestic violence were recorded in the republic in the first seven months of 2025, significantly exceeding the figures for similar periods in previous years.
More than 90% of domestic violence victims are women.
Experts attribute the increase in registered cases to both a rise in incidents and the fact that victims have become more likely to contact law enforcement and social services.
