The Ministry of Internal Affairs explained why it wants to introduce average speed control on roads

At the meeting of the committee of the Jogorku Kenesh held on January 13, deputy Abdylldabek Egemberdiev raised the question of how effective average speed monitoring is on the roads.
He pointed out that drivers can adjust their travel time by making stops, which leads to a discrepancy in actual speed.
In response, Deputy Minister of Internal Affairs Oktobyr Urmambetov reported on Kyrgyzstan's transition from the "Safe City" project to a more ambitious program called "Safe Country." This project involves expanding the traffic monitoring system, including a new aspect—average speed monitoring.

According to Urmambetov, this measure is extremely important, as 70% of all serious traffic accidents occur due to speeding. He emphasized that drivers must adhere to the established speed limits consistently, not just when approaching cameras or traffic police officers. The main goal of implementing this initiative is to reduce the number of accidents and save lives, he added.

Earlier, the deputy minister mentioned a trial phase of average speed monitoring that was launched on the Bishkek—Tokmok highway.
