Scandal Surrounding the Construction of the Residential Complex "Altai" in Bishkek – Comment from the Ministry of Construction
“There is no need for separate approval of the project with the Institute of Seismology”
Before the construction of the residential complex “Altai” near Bishkek, the necessary engineering and geological surveys were conducted in accordance with current legislative norms. This statement was made by the Ministry of Construction, Architecture, and Housing and Communal Services, commenting on videos published online showing flooded excavations.
The ministry added that as a result of the surveys, the groundwater level was established, and the project documents include necessary engineering solutions, such as a drainage system, as well as a height restriction for residential buildings to five stories.
“The ‘Altai’ complex is classified as low-rise construction, and all aspects of seismic safety have been thoroughly reviewed by the relevant state agencies. Therefore, separate approval from the Institute of Seismology of the National Academy of Sciences of the Kyrgyz Republic is not mandatory,” the Ministry of Construction clarified and urged the public to trust official statements.
Earlier, on social media, the president of the National Academy of Sciences and the Institute of Seismology of the Kyrgyz Republic, Kanat Abdrakhmatov, expressed criticism regarding the chosen location for construction and warned about potential risks associated with groundwater.
