The Ministry provided an official comment regarding the construction works in the residential area 'Altai':
In the videos circulating on social media, pits for the foundation filled with water are shown, which has raised concerns among citizens. However, the Ministry assures that engineering and geological surveys were conducted before the start of construction works, which determined the groundwater level. The project documentation includes appropriate engineering measures.

In particular, the project includes a drainage system for diverting groundwater and limits the height of buildings to five stories, taking into account the geological features of the site. These actions are aimed at ensuring safety not only during construction but also during the further operation of the facilities.

It is important to note that the residential area 'Altai' is a low-rise complex. All aspects of seismic safety have been thoroughly reviewed by the relevant state authorities, and therefore separate approval from the Institute of Seismology of the National Academy of Sciences of the Kyrgyz Republic is not required.

In this regard, the opinion expressed by Kanat Abdrakhmatov is not accurate. The Ministry urges citizens not to panic and to rely on official sources of information.

Furthermore, it should be noted that construction work on other large projects is already underway in this area. In particular, projects are being implemented on the territory of the Osh market, a new bus station, as well as five-story residential buildings. Four- and five-story buildings constructed during the Soviet period continue to function successfully to this day.

The Ministry of Construction, Architecture, and Housing and Communal Services of the Kyrgyz Republic emphasizes that the construction of the residential area 'Altai' is being carried out in strict accordance with established norms and is under constant control.



Kanat Abdrakhmatov previously expressed his opinion on social media:
Recently, I saw an advertisement about the start of construction of the 'Altai' complex near the road leading to the airport. Later, I noticed pits filled with water. It is known that the groundwater level in this area is very high and requires special engineering solutions to prevent subsidence. It is strange that such large-scale construction did not receive approval from the Institute of Seismology of the National Academy of Sciences of the Kyrgyz Republic. The site where the complex will be built may be dangerous in terms of seismicity — during strong earthquakes, "hydraulic shocks" may occur. For example, during the Kemin earthquake of 1911, a fountain about 8 meters high erupted from the ground for several hours near the epicenter close to the village of Novorossiysk. And as a result of the Sarykamish earthquake of 1970, in the valley of the Karakol River, a hydraulic shock ruptured the foundation of a building under construction.
