The Ministry of Health has initiated a public discussion on the draft resolution concerning the establishment of the Aliyma Tashieva Center for Maternal and Child Health.
The document states that the main goal of this project is to formally establish the status, tasks, functions, and structure of the Center, which will operate under the auspices of the Ministry of Health. The opening of this institution aims to improve the accessibility, quality, and safety of specialized medical care for women and children.
The necessity of creating the Center is driven by the demands of the population in the Jalal-Abad region and surrounding areas, which require more accessible and timely specialized medical assistance. Currently, most specialized medical services are concentrated in Bishkek and Osh, which, due to the remoteness of the regions and transportation difficulties, increases the transportation time for patients and creates additional pressure on the country's healthcare institutions.
The planned activities of the Center will cover the provision of specialized medical-diagnostic and preventive care in areas such as obstetrics, gynecology, neonatology, pediatrics, pediatric surgery, reproductive health, and cancer screening. It is also intended to ensure continuity between primary healthcare institutions and inpatient treatment.
The establishment of this Center will significantly reduce the time for providing medical assistance, improve readiness for emergencies related to complicated conditions in pregnant women, mothers, newborns, and children, as well as enhance early detection and prevention of diseases.
Additionally, the Center will serve as a clinical base for scientific and practical work and methodological activities in the field of maternal and child health, including the continuing education of healthcare workers. The project also includes the establishment of a scientific center without legal entity status, as well as the functioning of a scientific council and a local ethics committee in accordance with the KR Law "On Science."
