The purpose of this document is to establish the status and define the tasks, functions, structure, and management procedures of the institution, which will enhance the accessibility, quality, and safety of specialized medical care for women and children.
The accompanying note to the draft emphasizes that the need for its adoption is driven by the high demand from the population of the Jalal-Abad region, as well as neighboring regions, for more accessible and timely specialized medical care. Currently, a large part of the specialized medical infrastructure is concentrated in Bishkek and Osh, making access difficult for remote areas, increasing patient transportation times, and overloading republican medical institutions.
The main areas of work for the center will include:
- obstetrics and gynecology;
- neonatology;
- pediatrics;
- pediatric surgery;
- reproductive medicine and cancer screening;
- ensuring continuity between primary and inpatient medical institutions.
Additionally, the center will serve as a clinical base for scientific, practical, and methodological activities in the field of motherhood and childhood protection, including the organization of advanced training courses for medical staff.
The project also provides for the establishment of a scientific center without the status of a legal entity, as well as the operation of a scientific council and a local ethics committee.
We remind you that in May of last year, the head of state participated in the opening of a new building for the maternity ward and children's hospital in the Jalal-Abad region. He noted that the family of Kamchybek Tashiev sold a fuel base, and the proceeds were directed towards the construction of a modern medical facility.
The Center for the Protection of Motherhood and Childhood was named after the mother of Shairbek and Kamchybek Tashiev - the heroine Aliyma Tashieva.
