The Ministry of Health proposes to approve the regulation on the establishment of the Center for the Protection of Motherhood and Childhood named after Aliyma Tashieva.
The document aims to establish the legal status, define the goals, tasks, functions, and structure of the new medical institution to improve the accessibility and quality of specialized medical care for women and children.
The establishment of the center is a response to the requests of the population of the Jalal-Abad region and neighboring areas, which require more accessible and timely medical assistance. Currently, most specialized medical services are concentrated in the capital and Osh, which prolongs patient waiting times and increases the burden on republican hospitals.
The main areas of the center's work will include specialized assistance in obstetrics and gynecology, neonatology, pediatrics, pediatric surgery, reproductive medicine, and cancer screening, as well as creating continuity between primary healthcare and hospitals.
The opening of the center will significantly reduce waiting times for medical assistance, enhance readiness for emergency care in cases of complications among pregnant women, mothers, newborns, and children, as well as improve the diagnosis and prevention of diseases.
The center will also serve as a base for scientific and practical activities in the field of maternal and child health, including the training of medical personnel. The project plans to establish a scientific center without legal status, as well as the operation of a scientific council and an ethics committee.
According to the justification, the implementation of this project will contribute to improving medical and demographic indicators, including reducing maternal and child mortality. The adoption of the resolution does not require additional expenditures from the state budget, as funding will be carried out within the framework of the already approved budget for the health sector for the relevant year.

Chapter 1. General Provisions
1. These Regulations define the procedure for the functioning of the Center for the Protection of Motherhood and Childhood named after Aliyma Tashieva under the Ministry of Health of the Kyrgyz Republic (hereinafter referred to as the Center). The Center is a state institution that conducts scientific research and provides specialized medical and sanitary services in the fields of obstetrics, gynecology, neonatology, pediatrics, and pediatric surgery using modern equipment and highly qualified personnel.
2. The Center is a legal entity operating in the form of a state institution, possessing autonomy in financial and economic activities and rights established by the legislation of the Kyrgyz Republic.
3. The Center has the right to conduct civil law transactions, act in court as a plaintiff or defendant, and fulfill its obligations in accordance with the legislation of the Kyrgyz Republic.
4. In its activities, the Center is guided by the Constitution of the Kyrgyz Republic, relevant laws, decrees of the President, and resolutions of the Cabinet of Ministers of the Kyrgyz Republic, as well as these Regulations.
5. The founder of the Center is the Cabinet of Ministers of the Kyrgyz Republic.
6. The activities of the Center are subject to state certification/accreditation in accordance with the legislation of the Kyrgyz Republic in the field of health and science.
7. The address of the Center: Kyrgyz Republic, Jalal-Abad region, Suzak district, Barpin aiyl aimak, village of Chokmor, b/n.
8. The official name of the Center:
- in the state language: "Кыргыз Республикасынын Саламаттык сактоо министрлигине караштуу Алийма Ташиева атындагы Эне жана баланы коргоо борбору";
- in the official language: "Center for the Protection of Motherhood and Childhood named after Aliyma Tashieva under the Ministry of Health of the Kyrgyz Republic."
The abbreviated firm name:
- in the state language: "А. Ташиева атын. ЭжБКБ м-си";
- in the official language: "u-e 'ЦОМиД им. А. Ташиевой'."
9. The Center includes a separate subdivision (branch) without the formation of a legal entity, operating on the basis of a regulation approved by the Ministry of Health of the Kyrgyz Republic.
The Center is established for an unlimited period.
Chapter 2. Purpose and Tasks of the Center
10. The main goal of the Center is to provide accessible, quality, and safe medical and preventive care to the population, as well as to conduct scientific and production activities that contribute to the socio-economic development of the republic.
11. The tasks of the Center include:
1) providing highly specialized assistance in the fields of obstetrics, gynecology, pediatrics, neonatology, and pediatric surgery;
2) implementing state policy in the field of health aimed at reducing morbidity and mortality among mothers and children;
3) scientific and practical support for the creation of a prevention system in obstetrics and pediatric surgery;
4) developing and implementing new technologies in the field of medicine;
5) coordinating innovative technologies in scientific research;
6) conducting scientific research in the areas of the Center;
7) attracting the private sector to research work;
8) collaborating with public and private partners to implement infrastructure projects;
9) training highly qualified scientific personnel.
Chapter 3. Rights and Obligations of the Center
12. The Center has the right to:
1) carry out its activities in the fields of obstetrics, gynecology, pediatrics, neonatology, and pediatric surgery;
2) participate in the implementation of state programs in the field of health;
3) obtain information about the health status of citizens who seek assistance;
4) issue certificates and medical documents;
5) create research groups to address the Center's tasks;
6) develop expense estimates and conduct procurements for necessary equipment;
7) provide paid services and use the funds obtained for the development of the Center;
8) enter into contracts with public and private organizations;
9) participate in the certification of medical personnel;
10) conduct scientific research and publish scientific publications;
11) develop international relations with other scientific organizations;
12) carry out other activities in accordance with the legislation of the Kyrgyz Republic.
13. The Center is obliged to:
1) register in accordance with the legislation of the Kyrgyz Republic;
2) conduct scientific and innovative activities in accordance with the needs of healthcare;
3) respect the rights of other subjects of scientific activity;
4) create conditions for conducting scientific research;
5) develop competitive technologies and services;
6) conduct scientific and informational activities;
7) enhance the role of science through the popularization of its activities;
8) provide reports on the use of budgetary funds;
9) comply with sanitary and hygienic standards;
10) maintain cooperation with medical educational institutions on personnel training issues.
Chapter 4. Structure of the Center
14. The structure and staffing schedule of the Center are approved by the director with the consent of the Ministry of Health of the Kyrgyz Republic.
15. To ensure collegiality in decision-making regarding scientific activities, a scientific and technical council is established.
Chapter 5. Management of the Center
16. The management of the Center is carried out by the director.
17. The director is appointed and dismissed by the Chairman of the Cabinet of Ministers of the Kyrgyz Republic upon the proposal of the Minister of Health of the Kyrgyz Republic.
The Minister of Health concludes an employment contract with the director for a term of up to five years.
The director begins to perform duties after signing the employment contract. One person may not hold the position of director for more than two terms.
The Chairman of the Cabinet of Ministers has the right to appoint and dismiss the director at his discretion.
The director may be dismissed from office prematurely on grounds provided for by law.
18. The position of director may be held by a person with higher education, a scientific degree, and at least 5 years of work experience.
19. The director must be familiar with the norms of legislation in the field of health and management, as well as scientific achievements related to the Center's profile.
20. In the absence of the director, his duties are performed by the deputy.
21. The deputy director is appointed by the director in agreement with the Ministry of Health of the Kyrgyz Republic.
22. The director is guided by legislation and internal regulations, is responsible for achieving the goals and tasks of the Center, manages financial resources, and is accountable for the quality of reporting.
Chapter 6. Scientific and Technical Council of the Center
23. The Scientific and Technical Council is an advisory body, the members of which are elected for a term of 3 years at a general meeting of the Center's staff. The council may include scientists and specialists not employed by the Center.
24. The council is competent to make decisions in the presence of two-thirds of its members, and decisions are made by a majority vote.
25. The chairman of the council is the director of the Center.
Chapter 7. Sources of Financing of the Center
26. The financing of the Center is carried out from:
1) the republican budget;
2) mandatory health insurance;
3) the local budget;
4) voluntary contributions from individuals and legal entities;
5) grants and loans from international organizations;
6) funds from paid services;
7) other sources not contrary to the legislation of the Kyrgyz Republic.
The remaining funds in the Center's account are carried over to the next budget year.
27. The Center may have property in operational management and lease in accordance with the legislation of the Kyrgyz Republic.
28. Control over the activities of the Center is carried out by the Ministry of Health and the Ministry of Science, Education, and Innovations of the Kyrgyz Republic.
Chapter 8. Final Provisions
29. The reorganization or liquidation of the Center is carried out by the decision of the Cabinet of Ministers of the Kyrgyz Republic.
30. The documents of the Center are stored in accordance with the legislation of the Kyrgyz Republic on the national archival fund.
