
The committees of the Jogorku Kenesh dealing with science, education, culture, sports, and youth policy, as well as international affairs and security, have approved a draft law concerning the ratification of an agreement with Russia on the construction of a new campus of the Kyrgyz-Russian Slavic University named after B.N. Yeltsin.
According to the terms of the agreement, the funding for the construction will be provided from the federal budget of Russia. The Kyrgyz side will provide a land plot of at least 30 hectares and ensure the connection of the campus to the necessary engineering systems.
The new campus is planned to be located in the village of Baytik. It will accommodate 15 thousand students and will include educational buildings, dormitories, a medical cluster, cafeterias, and other important facilities for educational and social infrastructure.
Deputy Ministers of Science, Higher Education, and Innovations Bekbosun Borubashev and Gulnura Mamyrova presented information about the project to the deputies. According to Mamyrova, the implementation of the project will be divided into three phases: the first phase will take place in 2026-2027, the second from 2027 to 2030, and the third from 2030 to 2032.
During the discussion, the deputies raised a number of questions, including the obligations of the Kyrgyz side, timelines for implementation, educational standards, the number of budget places, and employment opportunities for graduates. The discussion included deputies Saltanat Amanova, Gulsharkan Kultaeva, Bolot Saginayev, and Gulya Kozhokulova, who noted the significance of the project and expressed their support for its implementation.
The science committee also approved a draft law concerning amendments to the legislation on personalized accounting for the purposes of mandatory social insurance. This document aims to simplify the process of assigning personal identification numbers to citizens, foreigners, and stateless persons.
