Today, March 16, at a meeting of the Committee on International Affairs, Defense, Security, and Migration, a draft law regarding the ratification of an agreement between the Cabinet of Ministers of the Kyrgyz Republic and the government of the Russian Federation was discussed. This document pertains to the conditions for the construction of the campus of the Kyrgyz-Russian Slavic University named after the first president of Russia B.N. Yeltsin in Kyrgyzstan. The agreement was signed on November 26, 2025, in Bishkek.

The information was presented by the Deputy Minister of Science, Higher Education, and Innovations Gulnur Mamyrova.

In her speech, Mamyrova emphasized that the agreement implies the creation of a KRСU campus, which will accommodate 15,000 students and will be equipped with modern facilities for training qualified specialists. "Funding for the construction will be provided from the federal budget of the Russian Federation," she added.

Furthermore, she noted that as part of the agreement, the campus will receive all necessary engineering and educational infrastructure. This includes academic buildings, dormitories, a medical cluster, cafeterias, and auxiliary buildings.

Deputy Gulya Kozhokulova supported the initiative, calling the project large-scale, as it will lead to the creation of a modern university campus. She also inquired about the obligations imposed on the Kyrgyz side and the timelines for the project's implementation. Gulnur Mamyrova clarified that the Kyrgyz side will provide a land plot of at least 30 hectares and will prepare the external engineering infrastructure. "The project will be implemented in three phases: the first from 2026 to 2027, the second from 2027 to 2030, and the third phase will begin in 2030 and end in 2032," she reported.

As a result of the discussion, the committee unanimously approved the draft law in three readings.

Also, at the meeting, a draft law on the ratification of the financing agreement between the Kyrgyz Republic and the Eurasian Development Bank was reviewed and approved. It concerns the project "Improvement of Roads in the City of Osh," which includes the construction of two overpass bridges and a 3.2-kilometer section of road. The agreement was signed on December 29, 2025, in Bishkek.
