The Committee of the Jogorku Kenesh, which deals with issues of science, education, innovative progress, and information technology, as well as culture, sports, and youth policy, held a discussion and gave a positive conclusion on the draft law regarding the ratification of the agreement on the construction of the campus of the Kyrgyz-Russian Slavic University named after B.N. Yeltsin. This document was signed on November 26, 2025, in Bishkek, and its consideration took place in the first reading.
The main initiator of this draft law was the Chairman of the Cabinet of Ministers of Kyrgyzstan. The Deputy Minister of Science, Higher Education, and Innovations, Bekbosun Borubashev, presented information about the project.
According to him, this agreement implies the construction of campus facilities for KRSU using funds from the federal budget of Russia. In turn, the Kyrgyz side is obliged to provide a land plot of at least 30 hectares and ensure connections to engineering and technical networks.
The main goal of the agreement is to create a modern educational campus for the Kyrgyz-Russian Slavic University in Kyrgyzstan. It will accommodate up to 15,000 students and be equipped with all necessary infrastructure, including educational buildings, dormitories, a medical cluster, and other facilities. The construction is planned in the village of Baytik. The rector, Sergey Volkov, provided answers to the deputies' questions regarding the university's activities.
In addition, the committee also reviewed and approved the draft law on amendments to the Law "On the Personalized (Individual) Accounting of Citizens of the Kyrgyz Republic for the Purposes of Mandatory State Social Insurance" in the third reading. This draft law aims to eliminate internal contradictions and simplify the process of assigning personal identification numbers to both citizens of Kyrgyzstan and foreigners or stateless persons.
