Amnesty International - to the authorities of the Kyrgyz Republic: The right to peaceful assembly is guaranteed by the Constitution

In response to the detention of human rights defender Tolekan Ismailova and other activists in Bishkek, Denis Krivosheev, Deputy Director of Amnesty International for Eastern Europe and Central Asia, stated that Kyrgyz authorities must immediately cease pressure on those who seek to exercise their rights to freedom of assembly.

According to him, summons for questioning due to initiatives aimed at implementing this right or comments on social media are a form of intimidation. "For several years, the right to peaceful assembly in Bishkek has been subjected to severe restrictions, and those who attempt to exercise it face serious persecution. Court decisions that continuously extend the ban on rallies in the center of the capital render this right practically inaccessible. In practice, citizens are provided with only one remote venue for protest, which is a blatant violation of the principle of equality and a mockery of the right itself," he noted.

Krivosheev emphasized the need for the immediate removal of all arbitrary restrictions on conducting protests.

It is worth recalling that on March 13, Tolekan Ismailova reported that she was taken for questioning at the Main Internal Affairs Directorate of Bishkek after the authorities "monitored" her Facebook page. The department stated that her posts allegedly provoke "numerous negative responses and criticism from users."

On the same day, Ismailova and other activists were planning to hold a peaceful rally at the administration of the Pervomaisky district of Bishkek in defense of the freedom of assembly. Activist Bermet Borubaeva and operator Bulat Satarkulov were also summoned for questioning.
