In Bishkek, activists were taken in for questioning before a rally in defense of the freedom of assembly

In Bishkek, civil activists Tolekan Ismailova and Bermet Borubaeva were detained after being summoned for questioning at the city's Main Internal Affairs Directorate. According to their colleagues, the detention occurred before the start of a planned peaceful rally.

Additionally, documentary filmmaker Bulat Satarkulov was also summoned for questioning.

The activists' planned event was set to take place on March 13 from 10:00 to 11:00 in front of the administration building of the Pervomaisky District of Bishkek. The aim of the rally was to advocate for citizens' right to freedom of peaceful assembly, which is enshrined in both the Constitution and international treaties.

It is worth noting that the reason for the rally was the ongoing discussion of certain provisions of the law "On Peaceful Assemblies." In December 2025, Tolekan Ismailova and Bermet Borubaeva appealed to the Constitutional Court, demanding that some provisions of the law be declared unconstitutional, pointing out the possibility for local authorities to restrict the location, time, and route of protests.

Previously, the court rejected their appeal, citing non-compliance with formal requirements, which the activists viewed as an obstacle to access to constitutional justice. In this regard, on February 2, they filed a complaint requesting a re-examination of the case.

It should also be noted that the Pervomaisky District Court of Bishkek extended the ban on holding rallies in the city center, leaving the only permitted location for events as the Maxim Gorky Park.
