The internship for political assistants may be canceled — a deputy initiated amendments
In justifying this initiative, it is mentioned that assistants appointed for the term of a specific official should be exempt from the qualification requirements regarding experience. This concerns so-called patronage positions, which are temporary and based on trust.
According to current legislation, holding senior administrative positions requires work experience in state or municipal service or in a related professional field.
The initiators of the amendments emphasize that assistants do not occupy career administrative positions; their appointment occurs solely for the term of the leader's authority, and they operate based on personal trust.
The document highlights that the main criteria for appointing assistants should be their professional skills, loyalty, and ability to work quickly and effectively, rather than formal experience.
The authors of the initiative believe that the existing requirement limits the ability to attract young specialists, reduces flexibility in personnel policy, and does not take into account the temporary nature of these positions.
The proposed changes, it is claimed, will help broaden access to experts from the academic environment and the private sector, as well as create conditions for renewing the personnel potential of the civil service. It is important to note that the cancellation of the experience requirement will only affect assistants appointed for the term of a specific official and will not impact the general qualification requirements for administrative positions.
